Resolution criteria
Resolves YES if the M23 (March 23 Movement) armed group has fully vacated the eastern Democratic Republic of the Congo city of Goma and handed administration to national authorities on or before 31 December 2026. Resolves NO if M23 still holds any part of the city by then. VOID if an internationally recognized ceasefire agreement formally reassigns administration of the city in a way that makes the question inapplicable.
