Resolves YES if the armed group has fully vacated the eastern city of Goma and handed administration to national authorities on or before 31 December 2026, as confirmed by official or monitored reporting; NO if it still holds any part of the city by then. VOID if an internationally recognized ceasefire agreement formally reassigns administration of the city in a way that makes the question inapplicable.
