Resolves YES if at least one Nigerian state (any of 36 + FCT) reports an active fuel scarcity crisis between today and July 31, 2026 — defined as filling-station queues forming OR ≥10% of stations in the state closed due to PMS supply shortage — as reported by at least two of: Punch, Daily Trust, Vanguard, Premium Times, Channels TV, Businessday, Daily Post. Resolves NO if no such report appears in that window.
