Resolution criteria

Resolves YES if, on or before 2026-12-31 23:59:59 UTC, the Federal Republic of Nigeria enacts a law (signed by the President) that legalizes medical/medicinal use of cannabis — i.e. permits the prescription, dispensing, or cultivation of cannabis (Cannabis sativa, indica, or ruderalis) for medical/medicinal purposes under a regulated framework administered by NDLEA, NAFDAC, or another federal agency. Decriminalization of possession alone does NOT count. Industrial hemp / CBD-only legalization without medical cannabis access does NOT count. State-level (e.g. Ekiti, Ondo) policies without federal authorization do NOT count. Resolves NO if no such federal law is enacted by the deadline.
